Business regulation is becoming increasingly standardized by International conventions, but current and relevant knowledge of ongoing local legislation and regulation is still of paramount importance for small and large businesses alike. The complexities and challenges of public law issues are usually magnified in jurisdictions with intrinsically unique characteristics.

Macau shares a similar legal framework with Hong Kong. Both jurisdictions have a Basic Law and embody the principle of "one country, two systems" of The PRC. However, the legal system of Macau has its roots in Portuguese law and belongs to the civil law tradition of continental Europe as opposed to the common law system of Hong Kong. The territory is therefore a hybrid jurisdiction of 500 years of Portuguese administration and Chinese culture and practices.
